Water is being rationed, the air is foul, and power is draining away. Two intrepid youngsters in their superhero costumes of Marvelous Moo and the Green Grabber sneak out through the smoggy unfriendly streets to solve the problem. They have to climb a huge beanstalk sucking up the water from the lake into the clouds to face whoever is doing this to their city.
